Charge:

The Board of Trustees of the Council shall have the responsibility of managing and controlling the affairs of the Council.
It shall have all of the powers and duties of boards of trustees of chartered educational institutions, as defined in the Education Law of New York State.
This includes the right to acquire and hold property, and, to appoint and fix the salaries of such officers and employees as the trustees shall deem necessary
